Свидетели сме на задълбочаваща се климатична криза, която не само заплашва поминъка на хората и възпрепятства развитието, но повдига важни геополитически въпроси: суверенитет, териториална цялост и достъп до ресурси като вода, храна и енергия. Тя има потенциала да причини значителни въздействия върху обществата, подкопавайки сигурността на хората и увеличавайки рисковете от конфликти и нестабилност. Справянето с тях изисква стратегически и координиран отговор на глобално ниво. Инструментите на публичната дипломация са сред възможните стъпки за решения и отговори. Макар под климатична дипломация до голяма степен се разбират преговорите между правителствата в контекста на Рамковата конвенция на ООН за изменението на климата (UNFCCC), множество научни анализи и конкретни факти показват, че проблемите на климата и „дипломацията“ около тях надхвърлят тази тясна перспектива или рамка. Голям процент от инициативите за климата всъщност се осъществяват от глобални мрежи на градовете.
