Резюме

The article studies the current Bulgarian legislation in the field of civil registration of EU citizens with a permanent residence in Bulgaria. The historical and comparative legislation analysis carried out provides a basis for discussion of the shortcomings of the legal rules, regulating the restrictions in the regime of civil registration, built around the administrative identification (so called Personal Identification Number, abbreviated as “ЕГН”) of persons subject to registration. The article focuses on the legal peculiarities of the registration regime of EU citizens with a permanent residence in Bulgaria before the country’s accession to the EU.
